(Special to the Herald.) WAIROA, this day. "The position had become so acute that we had to do something," slated the No. 1 Licensing Authority, Mr. E. J. Phelan, at the sitting in Wairoa yesterday, when referring to the fact that ii had been found that general gpod.s licenses had been used on Public Works Department jobs, with the result thai the Railway Department and others had been greatly inconvenienced. For that reason, added the authority, it had been decided not to issue any two-way licenses. Authorities for goods .services must be for goods services only and nothing else. When the authority commenced itssitting, Mr. Phelan stated that he would like to hear from the Public Works Department whether, in its opinion there were sufficient licenses now in existence to cope with the needs of the district. Speaking for tHe department, Mr. A. G. Harris replied that assuming all the vehicles operating had licenses, the position would be satisfactorily met [Of the work in hand. There was however, some work which had r.ot yet started but which would be proceeded with in the next few weeks. Me had been informed by the engineer in charge at Tuai that it .was proposed shortly to let contracts Cor supplying shingle and tunnel laths to extend for the next two years. The shingle contracts involved about 50,(100 cubic yards, and there would be about 1000 tons of timber required. So far as the tunnel laths were concerned this was a little indefinite, but it was thought they would amount to about 2000 a week. He was afraid he could not say at present whether this could be handled by the present licenses or not. Mr. Phelan pointed out that he did not want to issue any two-way licenses. General goods licenses would not include public works and in I future they must be used for general goods only.

Ample Lorries at Present Mr. D. I-I. Withers, secretary of the Wairoa Carriers' Association. stated that at present there were ample lorries to cope with the district's requirements, with some to spare. The association did not think that any extra licenses should be issued unless it was found desirable to do so later. Mr. Phelan said that it had been found that general goods licenses had been used tor public works, with the result that the railway and other people had been seriously inconvenienced. Mr. Harris stated that there was only one other small job apart from those he had mentioned. This was the metalling of the State highway, which would absorb about four trucks. Mr. P. C. Fitzgerald represented the Railways' Department at the sitting. The following applications were dealt with:-

PASSENGER SERVICES New Applications Hawke's Bay Motor Company. Limited, contract service in No. I licensing authority district.-The application was granted. Renewals Urewcra Motor Service Limited. Wairoa-Ruatahuna. —This application was granted, the authority stating that it would make further inquiries into the charges. Adsett Bros., Kahungunu to Wairoa.—The application was granteu. Hawke's Bay Motor Company, Limited, Wairoa to Waikaremoana- The application was granted, a deviation to cater for a new camp being agreed to. C. R. Nicholson, Paritu to Wairoa. —The application wa.s approved. Beckett Bros., Frasertown to Wai-roa.-—The .application was granted. Gisborne-Wairoa Inland Motors, Limited, Ruakituri to Wairoa.—The application wa.s granted. GOODS SERVICES Renewals G. S. Beale, Mohaka The application wa.s granted. In the case of an application for an additional public works authority, decision was reserved. J. M. Webb, Nuhaka (Mr. C. R. Sainsbury).—The application was granted, the authority .slated, on condition that the applicant joined an associaion. R. C. Goldstone, Limited, Wairoa. —The application wa.s "ranted. Mr. Fitzgerald stated that this wa.s one of the services operating on the Napier-Wairoa .service, and he asked that the term of the authority be a short one. The authority said the position had been given considerable consideration and any authorities would be.for 12 months. General Transport Service, Limited, Wairoa.—The application was approved. Peacocke and Sturm. Wairoa.—The application was approved. Consideration of an amendment to enable the applicant to carry benzine between Wairoa and Gisborne was held over to enable the authority to take evidence in Gisborne. T. H. Hall, Wairoa: A. A. W. Mayo. Wairoa; M. B. Svensen, Limited, Wairoa: H. R. Howell. Wairoa: C. L. Drager. Wairoa: L. W. Mildon, Wairoa; G. and R. Boyd, Nuhaka; Clark and Son, Limited, Wairoa; A. W. E. Stewart, Raupunga, the applications were all granted. N. Bluck, Nuhaka.- The application was granted, but consideration of an amendment which asked for three additional authorities for the cartage of materials for the Public Works Department was adjourned to enable the authority to make further inquiries. Gisborne-Wairoa Inland Motors, Limited. Wairoa.—The application was granted. AMENDMENTS W. Henarc, Kihilu, applied for an amendment to enable him to operate between Kihitu and Awamate, and this was granted. NEW APPLICATIONS W. R. Ellison, Wairoa. was granted an authority to carry materials for local bodies and the' Public Works Department.
