The diplomatic correspondent of The Times says that the French and British Ministers again considered the British proposals with respect to checking aggression, which the Soviet has accepted provided that France, Britain, and Poland will stand by the declaration.

Poland still has not replied definitely.

The correspondent adds that it is not surprising that many minds are turning towards a small conference as the best means of reaching a speedy agreement.

Paris messages state that French correspondents in dispatches from London agree that the main point delaying a declaration is the degree of assistance which Poland should receive from France and Britain in the event of attack. The French correspondent states that it has been agreed that France and Britain would automatically and without consultation aid Switzerland, Belgium and Holland in the event of German aggression and that satisfactory guarantees of assistance will be given to Rumania. DEFENCES OF CANADA MEETING NAZI THREAT ATLANTIC SEABOARD AIRPORTS PLANNED (Reed. March 24, 3 p.m.) OTTAWA, March 23. Speaking in the Canadian House of Commons in answer to a question, the Minister of Defence, Mr. lan Mackenzie, stated that Canada would immediately meet the Nazi threat of a German air base on Iceland. The Canadian defence programme was being revised so as to concentrate on the Atlantic seaboard. Aggressive steps woud be taken at once to establish new airports and powerful squadrons. In addition, plans had been completed to guard every Canadian industrial plant, bridge and highway from .sabotage in the event of war.

The Minister of Justice, Mr. Ernest Lapointe, announced that the Government was considering a thorough inquiry into subversive activities by organisations directed and financed from foreign lands.
