FLOGGING RESTRICTION
NEW BRITISH MEASURE (Reed. Mar. 23, 9 a.m.) LONDON, Mar. 22. The standing committee of the House of Commons carried, by 37 to 17 votes, the Criminal Justice Bill, in which it is proposed to abolish flogging, except for prison offences.
