APPEAL BY PRESIDENT «■ NO ARMY STEPS YET (Reed. March 21, 9 a.m.) LONDON, March 20. The Geneva correspondent of the Daily Telegraph says' that the SwissPresident, Dr. Phillipe Etter, lias appealed to it he people to remain united and resolute. He added that military measures had 1 not yet been taken, but the Swiss would maintain their independence to the full extent of their forces.
