AVERAGE RATE URGED PURPOSE OF SUBSIDY A proposal for an average rate for county councils in the Dominion to assist the more highly-rated counties was made at a meeting ot the 'Poverty Bay provincial executive of the Farmers’ Union yesterday afternoon by Mr. F. S. Bowen l'or the purpose of securing some means of relieving the burden of rates. Mr. Bowen said that if something was n'ot tackled on a national basis, county ratepayers would not be in any better position. He suggested that an average rate should tie struck for the whole of the Dominion, and the counties whose rates were above the average should be subsidised, those below the average to receive no subsidy. If nothing was done, Cook County ratepayers could not look for a lower rate next year. A voice: It may go higher. . Mr. M. T. B. Hall: It won’t go higher. Mr. J. E. Benson agreed with this view. Mr. Bowen considered that the motor associations had got hold of the funds, and would use them where they wished, if the farmers did not combat them. Farmers were by far the greatest users of petrol, when one included the cartage of their goods.
