MERCHANT FLEET PLANS
BUILDING' BY JAPAN (Reed. March 15, 1 p.m.) TOKIO, Mar. 14 Japan plans to have a merchant marine of 7,500,000 tons by 1942. The building programme provides for 750,000 tons annually. The ships will be of two categories, ocean service and inland navigation in China.
