Senator Pittman, the chairman of the Senate Foreign Relations Committee, has proposed that the United States of America should “ostracise" Japan if that country continues actions against which the United States’ Department has protested. He declared that he could not conceive of a declaration of war by Japan due to any moral sanctions the United States might impose in the interests of international justice. “The Japanese statesmen are too intelligent to declare war,” he said. “Firstly, such a declaration would be absurd. They know that we know they do not intend to cross the Pacific to attack. Such a declaration would do them no good and us no harm.”
