TWO ARRESTS MADE AGENTS OF DICTATORS GENEVA, Dec. 21. Both Germany and Italy have been paying Virginia Capts and Paul Rochat to spy upon France This fact has been established by the Swiss police. Virginia Capts is an Italian dancer, and Paul Rochat is a Swiss private detective. -Both have been arrested in Geneva.

The woman is alleged to have been friendly with a French Minister. His identity has not been revealed. She was friendly also with an officer of the French Air Force, and with a Swiss army officer of high rank.
