SPANISH REBEL PLANS "OFFICERS DESERTED" LONDON, Dec. 14. The Barcelona correspondent of the Daily Telegraph says that high officers of General Franco's staff deserted and informed the Republicans of General Franco's plans for a big offensive, which has now been delayed. Reports from Gibraltar state that a contingent of Italians with large cases landed at Cadiz on Monday. The Manchester Guardian, in a leading article on Mr. Chamberlain's speech, says: "Mr. Chamberlain's prescription for world peace is a terrifyingly simple one—personal contact and discussion—but unless Signor Mussolini is as great a platitudinarian as Mr. Chamberlain is he will want victory for General Franco and the fulfilment of his demands against France. Mr. Chamberlain's speech invites fresh attacks.' '
