CHARGES BY FRANCO

AID TO REPUBLICANS NAVY OF FRANC I<] (Reed. Dec. 23, 3 p.m.) LONDON, Dec. 22. The Spanish Nationalist leader, General Franco, has sent a note to Britain alleging that France supplied the Republican destroyer, Jose Luu Die?., which is being repaired at Gibraltar, witn torpedoes, anti-air-craft shells and other ammunition. He declared that a French repair ship transported supplies and French sailors supplemented the crew of the destroyer, and also that French warships apparently intend to cover the departure of destroyers, all of which provides a flagrant violation of the non-intervention agreement, threatening serious complications.
