DEFENCE OF DEMOCRACY COUNTER TO AGGRESSION CALL OF THE AMERICAS MONROE AIM EXTENSION (Elec. T.O. Copyright—United Press Assn.) (Rccd. Dec. 14, 9 a.m.) NEW YORK, Dec. 13. A message from Lima states that the Argentine and Mexican delegations submitted to the Pan-Ameri-can conference to-day a joint declaration that the 21 American republics would present a common front against foreign armed aggression or attempts to implant undemocratic systems in the Western Hemisphere.

The declaration, which in effect would give a multilateral character to the Monroe doctrine, is expected to be presented for action at a full meeting of the conference to-morrow.

The United States Treasurer to-day disclosed at Washington that the Treasury, with the approval of President Ro'osevelt, was earnestly studying a co-operative effort with the Treasuries of the South American and Central American countries with a view to making available adequate exchange facilities and otherwise stimulating trade. The Treasurer indicated that the programme might include loans which would require the approval of Congress.
