After signing the naval agreement) the Italian Ambassador, Count - Grandi, was handed a communication notifying Italy that, although the treaty limit of capital ships is 45,000 tons, Britain’s present intention is not to Ibuilcl beyond 40,000 tons unless other European countries exceeded 1 that limit, in which case she would immediately advise Italy.
