MOBILISATION DENIED
CHALLENGE TO CIANO

The Manchester Guardian declares that the Italian Foreign Minister, Count Ciano, was untruthful when he stated that Italy was secretly mobilised in September. On the contrary, says the Guardian, Signor Mussolini and Count Ciano wanted to mobilise, but King Victor and the Italian public, especially in northern Italy, where there is strong opposition to participation in a European war, prevented it.
