NEW CZECH LEGISLATION AUTONOMY FOR PROVINCE (Reed. Nov. 21, 9 a.m.) LONDON, Nov. 19. The Prague correspondent of The Times says that a bill empowering the President to alter the constitution and issue emergency decrees, on condition that they are unanimously approved by the Cabinet, has been introduced in Parliament.

A further bill has been introduced granting autonomy to Carpathian Russia, which is the most eastern Czech province, similar to that given to Slovakia, in order to facilitate emigration. The relief committee has ordered that every emigrant may take a maximum of £llO in foreign currency. The ChambeF of Deputies passed bills granting autonomy to Slovakia and Ruthenia and imposing minor restrictions on language of minorities. A message from Budapest says that the Hungarians have reinforced their troops on the Ruthenian frontier, owing to rumours of disturbances.
