GERMAN BORDER SCHEME FRENCH PETROL SUPPLY (Klec. Tel. Cops'riglit—United Press Assn. 7 (Reed. Aug. 1, 2.40 p.m.) LONDON, July 31. The Berlin correspondent of the Daily Mail says that a decree proclaiming the left bank of the Rhine inaccessible to any foreign solder or military attache draws attention to the extent and speed of the construction of the fortification's of western Germany; The decree covers Radon, and P» u 'ts of Hesse, Bavaria, Wurtemburg and Hohenzollern. Experts consider the system will enable crossfire on invaders. Three hundred thousand men are estimated to be engaged on the work and the demand is creating a labour shortage in factories and building trades. The Paris correspondent of the Daily Telegraph says that the French Government has decided to lay a 280mile underground pipeline to convey petrol from Milport' Donges, on the Atlantic coast, to Montargis, in central France, in order to fill vast subterranean reservoirs to assure adequate wartime fuel for the army and air force.
