The fact that the British Ambassador, the Earl of Perth, is going on holiday on July 31 is interpreted as indicating there is no expectation of the Anglo-Italian agreement being ratified before October.
It also indicates that England and Italy do not expect grave developments in the European situation, at least before the autumn.
