NO NEED TO QUARREL

The Berlin correspondent of The Times states that, defending what he calls regional pacification, Dr. Karl Silex, in an ,article in the Allgemeine Zeitung, asks: "Why this scream about 'German methods?' Why the sudden departure of English visitors from Austria, and the recall of English pupils from their finishing schools. "A panic seems to have occurred which has affected all the members of the House of Commons, except the Prime Minister.
"Germany," continues Dr. Silex, "is now a Continental Power. She has no quarrel with England. The German fleet cannot threaten England, and has no wish to do so. We do not want a second war with this kindred people, with whom we have had only one calamitous encounter in the whole course of history.
"The return of the German'colonies would strengthen the German position as regards raw materials, but it would not 'turn Germany from a Continental into an Imperial Power." Dr. Silex concludes that the sooner England realises that there is a nation of 75,000,000 in Central Europe whose power of attraction exactly corresponds to their numbers, then the nearer will all be to that complete European peace which is, and will remain, the basis of British world Dominion overseas.
