ATTITUDE TO SPAIN BELLIGERENT RIGHTS LONDON, Feb. 9. The Daily Mail's diplomatic correspondent says that Russia is again wrecking the progress of the Non-in-tervention Committee through insisting on the withdrawal of 75 per cent of the volunteers before she will agree to granting the Spaniards belligerent rights, whereas England and France are prepared to agree to 65 per cent. Italy has agreed to 50 per cent, which is an advance on her previous attitude.
The diplomatic correspondent of The Times says that the Spanish issue takes precedence over all others affecting the relations between England and Italy. If an agreement were reached on that subject, the chances of the two Governments resuming talks for a general understanding would automatically improve.
