NEW WORKS PLANNED (Reed. Feb. 9, 2.50 p.m.) LONDON, Feb. 8. The Rome correspondent of the Daily Telegraph says '.hat discussing the decentralisation of war industries, the supreme commission on Italian defence considered proposals to remove large war factories from the proximity of the French frontier to the centre and south of Italy. The plan includes the construction of large munition works in country districts.
