We do not halt be-;; tween two opinions. We shall resist aggression on ourselves, our kindred, • and our ideals. We shall make our-L selves fit to do so, both in the;; materials and men. “Democracies do not declare wars l'or aggressive purposes. Their sys-.. tem of public discussion prevents hasty decisions. How important it is therefore, in view of what is at stake, .' that their defences should be secure.”
