PARDONS FOR CONVICTS
THOUSANDS IN RUSSIA OPENING OF CANAL MOSCOW, July 16. To commemorate the opening of the new 80-mile Moscow-Volga Canal, enabling ships to reach Moscow from the Baltic, Caspian and White Seas, the Soviet Government has granted a free pardon to 55,000 convicts who worked on the job for five years.
The trade unions have been ordered to find them immediate employment.
