Tie Disarmament Conference bureau, summoned at the instigation of France, has. decided that the general political and economic situation at present is not such as to ensure success of —e whole of the original programme, but it is inquiring if the Governments aro prepared to accept in principle the draft convention of publicity for national defence expenditures. It also suggests that a permanent disarmament commission might be a suitable subject for agreement. Viscount Cranhorne, the British Foreign Under-Secretary, emphasised that Britain was merely making up the deficiencies in her own. armaments.
