REVIEW OF ESTIMATES
Hot mix surfacing in Derby and Cobden streets forms the major work in the estimates, which were approved by the Gisborne Borough Council last night. Other hot. mix paving included is RiUt.ene and Ormond roads paths, while the paving of a path in Cohden street is also scheduled. Korbing and channelling in upper Gladstone road appear on the programme as well. The estimates as laid before the council last night were approved without alteration. They had already been discussed by tile council in committee, and a. report of the proceedings under the name of the Mayor, Mr. D AY. Coleman, M.l’., appears below:— “Whilst it. is recognised that there are many necessary works to be carried out, it. is possible to undertake only a limited amount of new work each year out of general revenue, without a substantial increase in the rates. The proposed expenditure for the current year is in excess of that provided for last year, and this fact, combined with the decrease in valuations necessitates an increased rate.
“Levies made on the council by other local bodies this year arc increased by £984, Hospital Board £603 and Fire Board £3Bl, factors which increase the rating burden. “For the past three years the council has rated on 75 per cent of the valuations appearing in the valuation roll, but in view of the recent revaluation of the borough this is no longer necessary.
“Your committee recommend that the council levy a consolidated rate over the whole borough in lieu of making separately general, hospital, and special rates, such consolidated rate not to prodTice a greater sum than would be required by making and levying the above rates separately.
“It is also recommended that in order to assist in the collection of rates, a discount of 21 per cent be allowed for prompt payment provided the rates are paid before the expiration of 30 days after due date. Grants to Institutions “The following grants to various institutions are recommended for this year: Reading room, public library, £150; Plunket, Society, £SO; City Band, £75; Salvation Army Band, £2sj St. John Ambulance Association, £Jj ss; Ilcni Mjitoroa Children’s Home, £o ss; District Beautifying Society, £100; Waikanae Beach Society, £IOO. In recommending a grant of £IOO to the Waikanae Beach Society, the committee recognises the work being carried out by tins organisation. “It. is also recommended that £SO be placed on the estimates to jissist in the establishment of a children’s playground at the, Ruteno Road Reserve, this sum to be utilised to subsidise public subscriptions on the basis oi £2 for £l. New Works “In continuance of the council’s policy in carrying out each year a small amount of permanent road and footpath work out of revenue, it is recommended the following be laid down in hot mix this year: Derby street, Gladstone road to Childers road : Cobden street, Palmerston road to Gladstone road; Cobden street, Childers road to Kalnitia street; Roebuck road footpath. Gladstone road to Childers road: Cobden street footpath. Sister Brewer's to Kalnitia street: Butene road footpath, north side. Esplanade to Harris street: Ormond road footpath, no'rth side, Stafford street to Fox street: korbing and channelling, Gladstone road, Doth sides, from Roebuck road to Stanley road. “The following miscellaneous it* ms are recommended for inclusion in this year’s estimates: Lawn mower for iluteno road croquet courts; retaining wall. Valley road drain: street lannis, Asquith street, and Gladstone road, between Lytton road and 'Clarence street: replacements of Waterworks motor truck, and office ear; appointment of supervising gardener; mechanical grader. “In regard to the mechanical grader, the engineer considers the purchase ’of this unit will enable gravelled roads to bo move economically maintained, and the standard of this class of load to be raised. When those gravelled roads have been built up sufficiently, they can be permanently sealed at half the cost, of hot. mix work.
“It is recommended that the whole of the interior and exterior of the abattoir buildings be painted this year, also the following rebates on slaughtering fees he allowed : Cattle, Is each, sheep and lambs. Id ouch, provided fees are paid on the due date, viz., seventh of each month. Financial Adjustments "The town clerk recommended tba'J the advances made to the bus department from general account for capital expenditure, amounting to £5104 be written off. The department, lias been charged interest- on these advances, but the revenue has not been sufficient to meet this charge. The committee recommends that this -proposal should be approved, provided it is noted in the annual accounts that, this amount inis been written off. “In view of the urgent additional expenditure budgeted for in the current year’s estimates, the committee is unable to recommend the following requests •• Repairs and additions to cottage, Gentle Annie Reserve; bitmiiinising Slieehaai street, road and footpath, Kalmtia street (Cobdcu street to Derby street), Clifford street (McLean street to Fox street), Stoat street road and footpath (Fox street to YVi Pore street), Aberdeen road from Roebuck road to Derby street., Derby street (Palmerston road to Aberdeen road), Kaiti Hill roswl. and Russell street; improvements IrainiJ road, between Harris street and Ilinaki street, and to Stout street footpath. Whitmore street to Fitzlierbcrt, street; Kaiti School drain; alteration in position to street lamp corner Read’s quay and Lowe street..
“In regard to the question of erecting public conveniences in the vicinity of Gladstone road and Grey street, it was decided Hiis should be held over ill the meantime.
“Willi a view of evolving a. more economical system of rubbish collection in (lie borough, the engineer was requested to supply the cost of collection under the existing method. “The matter of extending the bituminous surface of Harris street from Tokiii'a road lo Score road, and the raising of tile depression in Wninui road in the vicinity of the weighbridge, and liifimiinising the full width of Wailini road from the weighbridge to Parn.ii street, was held over until next meeting, ponding the engineer supplying estimates of the cost of these .works.”
