NEW YORK, May 27,

Dr. Hugo Eckoner, designer of the Gorman Zeppelins and head of the German Air "Ministry’s hoard of inquiry visiting America to investigate the causes of the explosion disaster to the Mindenburg, told the Senate sub-committ.ee for Military Affairs that he believed an airship of the Zeppelin type would never again be in need in Germany as an instrument of warfare, due to the fact that it would be an easy target for fighting aeroplanes. He said that England had abandoned her military airship programme for the same reason. lie denied that the use of helium was impracticable to lift Zeppelins, and requested that Germany bo permitted to use it for commercial purposes.
