WASHINGTON, May 26. President Roosevelt, in a special message, asked Congress to extend the frontier of social progress by enacting a "maximum hour and minimum wage law.

A bill, embodying these aims, was introduced in both the House of Representatives and the Senate, with the maximum hours and minimum wages not fixed as yet. The sponsors hope that a 40-hour week will be made the maximum, and that discretion will be given to five men on the Labour Standards Board to reduce the hours as low as 30 and the minimum wage to Is 8d an hour.

The Bill would abolish all child labour under 16 years, and prohibit inter- . State transportation of goods produced, except under conditions which are sped tied. The measure is simiitfPTo the Niitionul Recovery Act, but is without the codes of fair business practices.
