WASHINGTON, Oct. 28. .Tust 145 years ago, a man who could not sleep sent live dollars to the United States Treasury. Since thon many remorseful citizens have followed his example, until to-day the Treasure ledgers show (1-1,11.9 dollars (about £12,800), all credited to the people’s conscience.
