LORD ELIBANK’S SPEECH VIEW OF EFFICIENCY BILL APPEAL FOR DELAY (For Press Association.) WELLINGTON, last night. Lord Elibank, in a letter to the Prime .Minister, the. Pit, Hon. Mi «L Savage, pa vs that, shortly after his arrival in New Zealand the contents of the Industrial Efficiency Bill were brought before, his notice. He spent" a considerable time with the Minister of Finance, the Hon. W. Nash, placing before him the facts which he subsequently outlined in his speech at Dunedin. He also appealed through Mr. Nash to the Government to delay this legislation until Mr. Nash had had the opportunity of discussing it in London with those who were interested. He parted with Mr. Nash under the impression that this would probably be arranged. As lie proceeded south lie observed from the newspapers that there was no alteration in the Government policy of pressing on with the bill, and ••statements were made by the Hon. D. G. Sullivan in the House of Representatives. In the circumstances he felt he could not possibly* let these statements gw without a public reply, and in his speech he had reiterated, as carefully and as courteously as ho could, the facts which he had already laid before the Minister of Finance, and which contained his original appeal to the Government for the delay of this legislation. Lord Elibank said lie hoped the Prime Minister would inform members of the House that they were under a misapprehension if any of them believed that he had been guilty of an act of discourtesy to the Government.
