FORTIFICATION ISSUE
BRITISH NOTE TO TOKIO DELAY OVER REPLY LONDON. Oct. 15. The Japanosu Foreign Office states that the British communication of October 7, referring to fortifications in the Pacific, was received in Tokio during the absence of many admirals, which prevented the formulation of the navy’s views, r l be Government, in. the meantime, cannot express an opinion. The reply may be iurt.hcr delayed, as these admirals are leaving! soon fur a naval review in Osaka Bay. The British represen'ations to Tokio arose out of the coining lapse of article 19 of the Washington Treaty, providing for the maintenance of the stains quo. Regarding fortifications and naval liases in insular territories and possessions in the Pacific; Britain seeks the views of Japan.
