AR MAM ENTS 1 NCR EASE MOSCOW, Sept. fl. - A statement by the recently appointed Japanese Ambassador to Run? si,a, Mr. Shigeniitsu, published in Tokio newspapers, that he did not believe that the signature of the .RussoJapanese non-aggression pact would be “opportune at the present time,” has created an unfavourable impression in official circles here. According to the official Tnss agency, Mr. Shigeniitsu made liitf statement after conferring with the Premier, Mr. Arita, and the Foreign Minister, Mr. Ilirota, just before leaving for Moscow to take up' his new post. The agency quotes sharp criticism from the Tokio paper, Mivako, asking why Mr. Shigeniitsu should be sent to Moscow if he holds such views. -Thc new Ambassador is further reported as having said, “Japan’s foreign policy is not founded on the principle,* of intimidation and aggression, but as long as Soviet Russia continues to increase her armaments, Japan cannot help doing likewise.
