MOSCOW, Sept. 22

The Soviet commissariat of education is arranging that the English language shall replace German as the most widely-taught foreign language in Soviet schools.

Under the new arrangement the number of Soviet schools in which English and French will be compulsory will be quadrupled. A knowledge of English lias grown up by leaps and bounds in recent years. It is reported that M. Stalin is learning English in order to be able to read Shakespeare.
