MADRID WARNED

REBELS PLAN ATTACK APPEAL FOR SURRENEDER FRENCH PREFECT’S MOVE BAN ON “RUBBER-NECKS” (Elec. Tel. Copyright—United Press Assn.) (Reed. Aug. 29, 3 p.m.) LONDON, Aug. 28. The Manchester Guardian’s Biriatou correspondent says that although the rebels were again repulsed at Inin, they will Undoubtedly attack again. To-day’s operations were apparently aimed' at ascertaining the weak point on the Government’s front. Tlie morale of the Government forces was good. Nevertheless, the >rebels seem to have more munitions than tlie. Government troops, who are obliged to use them sparingly. The Government claims that a force of Asturian miners defeated an insurgent column in the province of Leon, that the position of the besieged force at Oviedo is growing - more desperate, and that the rebels were repulsed in a sharp action in the Guardarrama sec- ' tor. General Dellano announces that he has begun preparations for the capture of Madrid. A plane flew oyer Madrid and dropped leaflets urging surrender, stating that otherwise “we regret the great damage we would be obliged to do to the population and beautiful capital of Spain.” The Times’ Biriatou correspondent says that the prefect issued a decree forbidding commerce in the “longdistance rubbernecking prevalent hereabouts. ” Tho prefect warned that householders and landowners near the frontier were charging the public for admittance to their properties to survey the warfare through telescopes. The decree states that this practice is immoral and unsalubrious, and must cease forthwith.
