RESTORATION OF CUTS

Sir.—ln the. columns of your Thursday night's papoy, 1 notice that' thei Cook County Council states that it has restored all salary and wages' cuts which were imposed on the permanent staff during the depression. I would like tomention that this, statement seems to be misleading, arid conveys to the average person the idea that every one,who is aweekly worker naturally participated in. this merciful act, of a -'body which waft the. leader -of (he cutting business, and 1 am afraid they are going to get the bnobv prize for being last up.—Yours, etc.,' UNDERDOG.
[The. decision of the council to restore cuts'does not bring back to their 1930 level certain outside employees of the council who were, at. the time of the first cuts, receiving more than the union rates for their particular work. These: men were first reduced, to the award rate of pay, and later shared with others the reductions- applying to award rates in general, under the order of the Arbitration Court. Latterly the; award lias.run out, and wages of council employees, engaged'on a weekly basis, have been kept in.line with the'standard public works rate. Any rise in this rate will be reflected in' the earnings of outside employees of the council, who have benefited already to some extent.—-lid., Herald/] , ' >
