EXPANSION OF DEFENCES

Mr. Baba, foreshadowing a change in the fiscal policy, declares that additional revenue is necessary for Japan’s Mancliulnio policy, arid for national defence and rural relief.
The. vernacular press leporls that a five-year plan is being considered for air expansion, and an accelerated mechanisation of thi" defence forces.
