Political developments on Saturday led Signor Mussolini to decide against a truce, and he conveyed his decision during a wireless telephone talk on Sunday. Atmospherics, however, were so bad that General Badoglio misunderstood Signor Mussolini's orders, leading to . the announcement of a truce and its subsequent repudiation.
