INSISTENCE IN JAPAN NEW PRIME MINISTER LEADER FOR THE NATION (Reed. March 4, 1 p.m.) TOKIO, March 3. Though martial law continues, the withdrawal to-day of the first squadron of battleships, which was rushed to Tokio on Thursday, indicates that the Government is assured that, further disorder will not arise.
Press reports stale that all the national leaders, including the, army and navy, unite in urging Prince Saionji to recommend for appointment as the Lord Privy Seal a loyal, upright and sagacious non-parfisan, and for the post of Prime Minister a courageous statesman with the same qualifications to head n constitutional Cabinet, capable of fully maintaining tho national defence, and a vigorous foreign policy. It is stressed that he should also be capable of eradicating the causes of last week's outbreak and stabilising and safeguarding national life and clarifying the national policy and effecting drastic political reforms.
