LONDON, March 3. Mr. Douglas Hacking succeeds Lord Stonehaven, who is retiring from the chairmanship of the Conservative Party, owing to pressure of other responsibilities. Mr. Hacking is at present continuing the Under-Secretaryslup of the Dominions.
