TERMS FOR NEW CABINET REVERSED FOREIGN POLICY LONDON, March 2. The- Daily Herald's Tokio correspondent says ' that the military party, stating its terms for co-operation with the. reconstructed Cabinet, insists on a strong man as Prime Minister, reform of the foreign policy, and replenishment of the national defences. This is interpreted to mean firmer action China, and indirectly against Russia's Far Eastern interests.
