ALLEGED ESPIONAGE
AMERICANS AND GERMAN ARRESTS IN FORMOSA (Received May 3, 11 a.in.) SHANGHAI, May 2. Advice has been received here that the Formosan police have arrested two Americans and one German named Gates, Wrede, and Roubin respectively, on a charge of violating tlie Shipping Act, and also entering a fortified zone without authority. The trio left Shanghai recently in a small sailing boat for a long cruise, touching at the Philippines and New Guinea, and possibly Australia, eventually proceeding to Cocos Island seektho .salvage of an alleged gold cargo said to be sunk there. The Formosan authorities, however, claim that the Americans are really naval officers who were caught photographing a fortified zone.
