In an address at a Canadian Club luncheon, he said that he believed that con siderable progress might be made at the conferences in London regarding the problems of the i»V>\v Zealand primary producer in the Rrlish market. He bad always found British Ministers very fair, and ready to lay their cards on the table. Referring to the New Zealand surplus, he saieT, smiling: "We have not made things worse," claiming modesty for the Government.
