PROTEST BY GERMANY
THE LEAGUE RESOLUTION NO RIGHT TO JUDOE NEW DISCRIMINATION (Elec. Tel. Copyright—United Press Assn.) LONDON, April 20. It is learned that Germany's note to the Powers challenges the rights of those Governments comprising tho League Council to create themselves Germany \s judges. Germany views the Council's decision us an attempt at a new discrimination against Germany, and consequently she resolutely rejects the Council's resolution.
Germany reserves the right shortly to define her attitude towards the different questions mentioned in the Council decision. It is semi-oflicially stated thai the note is unimportant, and it does not require an answer, a,, a further note is intended. Moreover, the Powers had not asked Germany'to .accept the resolution. The Petit Parisien declares that the argument is specious and without foundation. Nobody believes that Germain - is an innocent victim.
Germany's protest is addressed to the 1.1 Powers which supported the League resolution, including Australia. Germany also sent a protest to Denmark in order to acquaint her of the situation.
RUSSO-FRENCH PACT A REPORTED HITCH LAVAL'S CHANCES OF MIND PARIS, April 20. M. LitvinofT's cancellation of his visit to Paris was apparently due to a hitch in initiating the Franco-Rus-sian mutual assistance pact. The Soviet, is believed to desire that if Germany attacks Russia, France should instantly declare war against Germany without waiting for the League to define the aggressor.
"Pertinax," in the Echo d<> Paris, says the M. Laval three times changed his mind on this point, the concession of which would sever him from a pro-German policy dear to his heart, but he will have to yield because the Busso-C/.och-Danubian pacts depend on the Franco-Russian agreement.
.Another reason for the delay is given by L'Oouvre, which declares that a deputy, M. .Scnpini, brought from Berlin an assurance that Herr Hitler is willing to visit Paris to discuss points of Franco-German difference, as a result of which M. Laval is disposed to consider the possibility of an agreement with Germany. SECRET PACT ALLEGED GERMANY AND POLAND DISCLOSURE IN FRANCE PARIS, April 21. An ox-Minister, M. Laniourex, has published in a local newspaper in his constituency, the text of an alleged secret treaty concluded between Germand and Poland in February, whereu ruler both countries promise to combine + heir military, economic, and financial resources to repulse an unprovoked assault. Polard guarantees freedom of passago to German troops through her territory for the purpose of repulsing provocation from the east or northeast. Germany guarantees the inviolability of * the Polish frontier. Poland undertakes not to make any decision without consulting Germany. The treaty remains in force for two years, and is automatically renewable for the same period unless renounced six months before its expiry.
