THE PROPOSED REFORMS DRAFT INSTRUCTIONS (British Official Wireless.) I-Jee. 2 p.m. RUGBY. Feb. .1/. Instructions to the Governor-Gen-eral and provincial Governors provided for in the Government of India Bill. a s set out in the White Paper drafts, are based in the main on the recommendation of the Joint Select Committee, and also contain some passages and phrases included in the existing instructions. The latter include final instructions to the Governor-General under which the Governor-General should so exercise the trust reposed in him that the partnership between India and the United Kingdom, within the Empire, may be furthered to the. end that India may attain its due place among our Dominions.
Tins section which deals with the executive authority of the federation provides that the Governor-General shall do all that in him lies to maintain the standards of good administration to encourage religious toleration, co-operation, and goodwill among all classes and creeds, and to promote all measures making for morn, social, and economic welfare.
The Governor-General ks powers are outlined regarding his selection of Ministers and his discretion in following their advice, his responsibility for safeguarding financial Gablity and flic credit of the federation and the protection of legitimate interests of minorities. God ions of the drafts require consultation with the Finance .Minister on .matters affecting the finances of the federation, and joint consultation between the .Governor-Gen-eral, Ills counsellors, and his Ministers in regard to lhe administration of Hie Department of Defence. , Among other provisions, instructions are given that in choosing the representatives of British India for seats in the Council of States, the Go vcrnor■Gc 11 era I, by nominations, may redress inequalities of representation which may have resulted from an election, particularly with regard to securing representation, for scheduled castes and women.
