TWENTY-WORD PETITIONS
.MEXICO CITY, Dec, 21. Fop one hour a day the public is allowed to telegraph free to President Cardenas, and the President is receiving an average of about 300 telegrams daily from citizens who have petitions and complaints to present. No message must be more than 20 words. A large clerical staff answers each message sifter it has been personally considered by the President.
