LONDON, Dec. 17,
“it is believed that the British Ambassador’s conversation with the French Foreign Minister,'M. Laval, has advanced the proposed joint action to meet the German disposition towards reaching an arrangement regarding limitation of rearmament and a return to the League of Nations.” This is stated by the Paris correspondent of the Observer, who adds:— “Negotiations probably will bo opened after the Saar plebiscite based on the principle that there shall be no desire to encircle Germany, although the peace of Europe must 'bo assured.
“The change in the German attitude is believed to date from the German Cabinet’s meeting in the middle of November, at which Dr. Schacht, Minister of Economies, pointed out that it was impossible to increase the Reichswehr to 300,000 within 18 months, as Germany did not possess foreign credits to buy the necessary raw material.
“Dr. Schacht expressed the opinion that European co-operation would make possible a revival of trade, and permit of reorganisation between three and five years.”
