Bennett declared that the League was driven to estimate for unincurrablo expenditure, and to estimate as revenue contributions that it. knew were not being paid, resulting in a superficial appearance of success. Sir James Parr also deplored the situation arising out of the non-payment of contributions and urged that measures should be taken to deal with them.
