JAPAN PREPARES
SYDNEY MAN’S VIEW BRISBANE, Sept. 3. Mr. William C. Allen, of Sydney, who is returning from the East on the steamer Nieuw Zeeland, said in Brisbane on Saturday that Japan was preparing for intensive warfare. There were intensive military, naval, and air force manoeuvres being carried out under the strictest war-time conditions. Although he served in the war for four years, lie never saw preparations more thorough. The Japanese were definitely out to conquer the world, and they meant to get the business.
