OCTOBER DEALINGS NO GASH REDEMPTIONS WASHINGTON, Sept. 9. Because of the unsettled condition of tho Government securities market, the Treasury nas announced that October financing, through wl ich. almost 1,800,000,000 dollars worth of outstanding securities must he redeemed, will exchanges with no cash .subscripnons offered. The Treasury is offering holders of the J. 250,000,000 dollar fourth Liberty loan at -11 per rent interest, the option of accepting four-year notes at 2J per cent or 10-year bonds hearing 8j per cent. As an inducement to make the exchange, Liberty bondholders are offered Interest on the new securities beginning on September 15, although the Liberty loan is not callable until October 15. Two-year notes bearing H per cent will be offered in exchange for 524.000,000 dollars worth dl other Government issues.
