T do not anticipate the other local authorities agreeing to any further concessions in the matter of distribution of fees, and that, failing their agreement to the suggested 10 per cent, share, I shall proceed with the -preparation of figures on which to base the apportionment by ihe Minister. “The headings of expenditure as requested by you, and as submitted by the Uawa County Council, are aS follows - "Maintenance.—This should be subdivided as in the county balance sheets under riding accounts, main highways accounts, etc., and where it is impossible to deduct all items that are not purely surface maintenance, 1 propose to deduct an arbitrary percentage based upon experience gained in previous allocations.

“Interest- and sinking fund charges.— This item should contain the actual charges upon toe portions of loans, devoted to metalling, excluding all formation work and expenditure other titan actual surfacing. “Surfacing expenditure paid out of revenue.—ln*the case of a county tins item consists chiefly of the Government subsidies upon new metalling. All such subsidies and payments out of county revenue (ns apart from loan) should he included for the past 10 years, although it does not necessarily follow that these will all bo credited when an examination of the data is made.

“Should it be necessary to proceed with the Minister’s order, your statement on the above lines would be the basis for arriving at the expenditure upon which .the distribution of fees would be- determined, T shall advise you of the position when T receive the decision of the Uawa County Council."
