SECOND EFFORT STARTS TRACTOR PARTY’S PLANS IMPROVED CONDITIONS (Special to -I*.A. from -Bvrd Expedition.)

The tractor party, including Mr. Foulter, Mr. Waite, tne radio operator, and Mr. Demas, the driver, on Saturday began a J second attempt’ to reach Admiral Richard Byrd’s advance base. The tractor is dragging three runner sledges astern, .with a load of 374 gallon's of pettbl, Which Will be distributed among the various depots along the route for use on the return trip. Thp pajfiy carried .two months’ rations. Because most of the trail flags are buried tinder the snow, Mr, Poulter intends to resort strictly to navigation.
Communication with Admiral Byrd was lost on July 30, but finally was restored on July 27, When he wirelessed saying that Kis receiver was not functioning.
He was advised that a second attempt was being made to* return to him. Admiral Byrd replied) that he would keep a light burning on the trip of the roof and also fly a kite carrying a light. The temperature was 13 degrees below zero when the tractor started, compared with 71 degrees below zero when the previous start was made. The sky is overcast, but clearness is forecasted.
