“Following tho rejection of Hen Hitler’s proposals, France contemplates presenting' a new disarmament plan next month,” says the Morning Post’s diplomatic correspondent.
He adds that a feature of the scheme would be the “parking” of all offensive arms on neutral (ground with a view to their eventual destruction. At the cml of 10 years, the control of armaments rvouhl be effectively established, and defensive weapons would bo gradually reduced, so that complete qualitative equality would lie realised in eight years. No rearmament ot Germany would be permitted apart from the transformation of the Reiclnvehr from a professional force into a short-service conscript army.
The scheme also proposes a reduction of military aircraft and ttio creation of an international air force as M'cll as tho internationalisation ot civil aviation.
Tt, is understood that, in the event of Herr Hitler refusing to accept the plan as a basis for discussion, France will lodge a formal complaint against Germany’s violation of the Versailles Treaty and produce the famous dossier.
According 'to “Pertinax,” Franco has already offered to sera]) part of her force of bombing aeroplanes as a guarantee of sincerity, and has suggested that Franco-British proposals Should be drawn up by M. Paul Boncour and Sir John Simon as a basis for Franco-German negotiations.
