NEW PLAN SUBMITTED RETURN OF THE SAAR ACCEPTANCE OF CONTROL (Elec. Tel. Copyright—United Pre3s Assn.) LONDON, Dee. 20. A note from Beilin has been received in Paris outlining the conditions of the non-aggression pact recently discussed by Herr Hitler and M. Popeet. The German demands in the note include the immediate return of the Saar territory without a plebiscite, though the French would be left in possession of the mines until 1935; an increase in tac effective strength of the Reieliswehr to 300,000, who would be provided with defensive arms in limited quantities; and, lastly, that Germany dhoald accept unlimited control of armaments on ,an equal footing with other States. Writing to La Liberte, M. Jacques Rain villi* states: “Whereas Germany is allowed .102,000 rifles under the Versailles Treaty, she had 1,600,000 on October 21, - 1932, and 2,500,000 on October 31, 1933, which is only 200,000 fewer than than were destroyed after the w,ar. Though only allowed 1926 machine guns under the Versailles Treaty, Germany now has 35,000, apart from 6000 large guns, compared with 288 proscribed in the Versailles Treaty. M. Buinville adds: “Germany has also quadrupled her railway lines along the western frontier; has enlarged her railway bridges to allow .1300 trains to pass daily, and is constructing new shunting yards.” The Daily Mail’s Paris correspondent says that .18 espionage arrests, mostly of foreigners, have come as a climax to nearly a year’s delicate investigations, in which about 200 detectives have participated. Further arrests are expected. The Daily Telegraph’s diplomatic correspondent states: “British opinion on Herr Hitler’s proposals is that they are far 100 earnest and important to justify a flat refusal to discuss them on the part of any Power interested in European peace.”
